MEDISEP Update: Reimbursement Guidelines Issued for Treatment at Non-Empaneled Hospitals in 13 Emergency Conditions


Government has issued the online application guidelines for claiming medical reimbursement for treatments undergone at non-empaneled hospitals during emergencies under Phase II of the Medical Insurance Scheme for State Government Employees and Pensioners (MEDISEP). According to the newly released circular, this financial benefit will be applicable exclusively to 13 specified medical emergencies.  

MEDISEP beneficiaries can now seek immediate medical attention at any non-empaneled hospital under critical situations including road traffic accidents, cardiac arrests, accidental falls, and snakebites. The other approved emergency conditions are:


  • Stroke / Paralysis
  • Assault or injuries due to blunt trauma
  • Animal attacks requiring hospitalization
  • Accidental drowning
  • Accidental hanging
  • Acute accidental poisoning
  • Electrocution
  • Heatstroke / Sunstroke
  • Burns requiring hospitalization
  • Bites from unknown creatures requiring hospitalization

The reimbursement facility is retroactively available to eligible individuals who underwent emergency treatment at non-empaneled hospitals on or after February 1st. The application must be submitted online through the official MEDISEP portal (www.medisep.kerala.gov.in)within 30 days from the date of discharge. Once the preliminary details are submitted and found eligible, the applicant will receive an email detailing the list of original documents required and the physical address where they need to be sent. Upon successful verification and approval of the submitted physical documents, the insurance company will credit the claim amount directly to the applicant's bank account.
