Comprehensive Process Reform to Improve Ease of Living and the Entrepreneurial Environment

The Personnel & Administrative Reforms Department (P&ARD) has issued an order giving in-principle approval for the important ‘State-Level Process Reforms’ programme to improve the ease of living and ease of doing business for the citizens of the state. 

This initiative has been launched to make government services simpler, faster and more transparent, while eliminating unnecessary administrative complexities.

Documents available through DigiLocker will be accepted directly when applying for government services. All online application systems will be linked to DigiLocker. Where digital documents are available, the requirement for photocopies or self-attested copies will be avoided.

Citizens and businesses will no longer have to resubmit the same information or documents to different government offices. A digital system will be developed to securely share government-held information between departments with the consent of the individual concerned.

Paperless service delivery, online applications, digital communication, real-time tracking of application progress and self-service systems will be made standard practice across all departments. Technical Partnership: Kerala Digital University has been tasked with providing technical support for the smooth implementation of these process reforms and digital integration. Services will be available quickly from the comfort of one’s home, without having to visit government offices or carry documents multiple times.

Unnecessary expenses for photocopying, attestation and document-related travel will be avoided. As application progress can be tracked digitally, dependence on intermediaries will be reduced, ensuring transparent and corruption-free services. Licences and permissions for starting new industries or businesses will be obtained in a shorter time without complicated paperwork. The possibility of documents being lost or damaged will be greatly reduced through the use of digital documents. This is an important step in the state government’s digital governance model to provide smooth administrative services to the public through simple and innovative technology.
