Circular Issued to Ensure Basic Facilities Including Seating for Security Personnel


The Department of Labour has issued a circular mandating the provision of seating, safety equipment, and other essential amenities for employees working in shops and commercial establishments across the state. This directive aims to prevent situations where workers are required to stand for long hours during their shifts.

Officials must ensure that employers comply with the circular’s instructions, which require the provision of seating, umbrellas for weather protection, drinking water, and other basic facilities for security personnel stationed both inside commercial establishments and in open areas.

The circular was issued after it was observed that security personnel, particularly those working in establishments such as hotels and restaurants along major highways including National and State Highways often endure prolonged exposure to harsh sunlight while assisting customers.

Employers are also required to provide reflective day/night coats, hats, umbrellas, drinking water, and safety glasses, in accordance with safety standards, for employees working in extreme weather conditions. District Labour Officers must enforce this directive by forming special squads to conduct inspections in the security sector.

Additionally, officials must ensure that security personnel receive minimum wages, overtime pay, entitled leave, and other employment benefits. Institutions must also be registered under the Wage Security Scheme. Non-compliance with these directives will result in action against employers.

Many security personnel are middle-aged individuals, often retirees from military and police services. Through this circular, the government aims to mitigate workplace conditions that contribute to health issues and difficulties faced by security workers.
