Government Issues Directive to Move Towards a Disability-Friendly State


The Kerala Government has issued a directive mandating that all government offices and public institutions across the state must be made fully accessible to persons with disabilities. This action is in accordance with the Rights of Persons with Disabilities Act, 2016 (RPWD Act, 2016) and its subsequent Rules and Guidelines of 2017.


The official government circular outlines several instructions to achieve this goal like ensuring the implementation of disability-friendly infrastructure in all government offices and institutions, utilizing funds through the SIPDA (Scheme for Implementation of Persons with Disabilities Act) and the Barrier-Free Kerala project and making it mandatory for all departments to follow specified standards and guidelines for accessibility.


These measures are designed to ensure that people with disabilities can access government services without any hindrance, just like other citizens. Key facilities that will become available include wheelchair ramps, Braille signage, accessible toilets, and special counters. This will allow persons with disabilities to interact freely in government offices and public institutions.


These proposals are key to the government’s efforts to build a disability-friendly state. By protecting the rights of persons with disabilities, the government is promoting cooperation between departments, improving technology, and encouraging public participation to achieve full inclusion.
