Coastal High-Tide Flooding and Sea Incursion Declared as State-Specific Disaster; Notification Issued to Provide Relief


Responding to a long-standing demand from coastal residents and inland fishing communities, the government has issued an order declaring coastal high-tide flooding and sea incursion as state-specific disasters. With this notification, individuals who incur losses due to these natural phenomena will be eligible for financial assistance from the State Disaster Response Fund (SDRF).


At present, disaster relief assistance is provided from the SDRF for notified natural calamities such as floods, but tidal flooding—despite its frequent occurrence in coastal regions—was not included. Recognising the severe impact of seawater inundation caused by tidal surges on the lives and livelihoods of people, the government has taken this significant decision by exercising the powers conferred under Section 2(d) of the Disaster Management Act. This enables the state to utilise up to 10 per cent of its annual SDRF allocation to address disasters not listed in the Central Disaster List but which are of serious concern within the state.


Coastal high tidal flooding has caused extensive damage in several coastal areas, particularly in Vypin, Chellanam, Edakochi and Perumbadappu under the Kochi Corporation limits, as well as in Kumbalangi Panchayat. The order is expected to benefit fishermen, coastal farmers, residents of coastal settlements and small traders whose livelihoods are repeatedly affected.


Financial assistance will be provided in accordance with SDRF norms applicable to notified natural disasters, covering losses to life, property, livelihoods and infrastructure. Damage assessment will be carried out scientifically by determining the high tide line. The decision is expected to play a crucial role in enhancing safety, relief and rehabilitation measures for people living in vulnerable coastal areas.
