Revised Conditions for Appointment of Dependents in Government Service


The state cabinet has approved key amendments to the provisions of the Compassionate Employment Scheme, revising the conditions for dependent employment. These changes have been approved in principle.


The Compassionate Employment Scheme provides government jobs to the dependents of employees who pass away while in service. Its primary objective is to ensure financial security for the family of the deceased employee. Under the revised provisions, dependents will now be eligible for appointment regardless of the circumstances of the employee’s death. However, dependents of employees who were receiving an invalid pension at the time of their death will not be eligible.


Additionally, dependents of employees who were on extended service or re-appointed after retirement and passed away during this period will not qualify for appointment. The scheme now extends eligibility to dependents of teachers in government educational institutions, including college principals, while employees of aided institutions remain ineligible. Dependents of employees who opted for voluntary retirement will also not be considered for appointment.


The revised provisions introduce several conditions. The dependent applying for appointment must be at least 13 years old at the time of the employee’s death. The annual family income of the deceased employee should not exceed ₹8 lakh. Appointments under this scheme are limited to Class III and Class IV posts in the Subordinate Service (through direct recruitment) and positions in the Last Grade Service and Part-Time Contingent Services.


Vacancies for dependent appointments will be allocated based on a consolidated seniority list prepared by the Public Administration (Services-D) Department. The revised norms aim to streamline the application process and address delays in dependent appointments, ensuring timely financial support for bereaved families.
