Incentive for Waste Management at Source: Govt Announces 5% Building Tax Concession for Houses


To promote source-level waste management across Kerala, the Local Self-Government Department has announced a 5% concession on building tax for houses that manage organic waste at home.


Under the Malinyamuktam Navakeralam initiative, the government plans to expand household-level waste management systems to all homes in a phased manner. According to the 2025 survey, only 26% of households in the state currently have such systems in place.


Benefits for house owners:


A 5% reduction in building tax, in addition to the existing subsidy, serves as a strong incentive for homeowners who process organic waste at source. Managing household waste responsibly also helps promote a cleaner, more sustainable environment.


Homeowners can apply for the concession online through the Harithamithram or K-Smart applications by submitting a declaration. The exemption will be granted to houses that have installed waste management systems approved by the Suchitwa Mission.


Approved systems include:


Vermicomposting, Ring Composting, Bio-pedestal Composting Unit, Moss Pit Composting Unit, Three-pot Bin Composting, Portable Household Biobin Unit, Portable Biogas Unit, Mosquito-free Biogas Plant, Clay Pot Composting, Pipe Composting, V-Composter, and Bokashi Bucket.


After submission, the ward-level officer will verify the application with the help of the Haritha Karma Sena and submit a report to the local body secretary. The secretary or an authorised officer will then process and approve the application.


The tax exemption is valid for one year. In subsequent years, it will be renewed based on the online verification of the waste management system’s functioning through the Harithamithram application. In case of technical issues, the exemption will continue based on the Haritha Karma Sena’s report.
